This bulletin provides design guidance for the increasing numbers of substations necessary to meet the increasing electrical demands in areas served by Rural Utilities Service borrowers (here and after called cooperatives). This guide bulletin is intended for the benefit of cooperatives, their consulting and staff engineers, and others interested in rural substation design and construction concerns and considerations.
Substations should be designed, constructed, and operated to meet customers’ needs at the lowest possible cost commensurate with the quality of service desired. The typical system may include substations for voltage transformation, sectionalizing, distribution, and metering a number of times between generation and utilization.

Un sistema de suministro y transporte de Energía Eléctrica debe cumplir con varios requisitos indispensables para prestar un servicio con niveles altos de calidad y seguridad. Esto en parte se cumple mediante la aplicación de normas y procedimientos muy precisos durante las etapas de planeamiento, diseño, construcción y operación de los Sistemas de Potencia. Dichos sistemas quedarán expuestos a fallas cuyas causas son múltiples, que además de provocar daños severos son muchas veces impredecibles, por lo que es necesario proporcionarle a dichos sistemas los esquemas de protección debidamente calibrados con el fin de minimizar los efectos de las fallas, los tiempos de interrupción y mejorar la continuidad del servicio a los consumidores asi como disminuir el número de usuarios afectados.

This manual on electric power distribution systems is one of a series developed to aid utility supervisory personnel at shore establishments in the performance of their duties. It includes information obtained from extensive research of current literature on the subject and preferred practices based on practical experience. The principles and procedures described are in accordance with national professional society, association, and institute codes. Additional information concerning procedures, suggestions, recommendations or modifications that will improve this manual are invited and should be submitted through appropriate channels to the Commander, Naval Facilities Engineering Command, (Attention: Code 165), 200 Stovall Street, Alexandria, VA 22332-2300. This publication has been reviewed and approved in accordance with the Secretary of the Navy Instruction 5600.16A and is certified as an official publication of the Naval Facilities Engineering Command. It cancels and supersedes Operation of Electric Power Distribution Systems, NAVFAC MO-201, November 1963, in its entirety.
